I saw the mobile City of Maricopa sign was on this morning in the middle of Maricopa Groves just before Honeycutt. It displayed "No Marked Crosswalk" "Use Alternate Route" (or something very close to that. 

Just wondering if they got MPD out there to back it up with citations?

You can't be issued a citation. It's not unlawfull to cross at an unmarked crosswalk. The area between the prolongation of the lateral line of the sidewalk is an unmarked crosswalk. And, any vehicle approching a pedestrian in a crosswalk, marked or unmarked, has to yield to that pedestrian.

I belive the signs are there as a suggestion, as in "Dangerous Roadway, Drivers are Driving HUA, Proceed With Caution."

28-793. Crossing at other than crosswalk

A. A pedestrian crossing a roadway at any point other than within a marked crosswalk or within an unmarked crosswalk at an intersection shall yield the right-of-way to all vehicles on the roadway.

B. A pedestrian crossing a roadway at a point where a pedestrian tunnel or overhead pedestrian crossing has been provided shall yield the right-of-way to all vehicles on the roadway.

C. Between adjacent intersections at which traffic control signals are in operation, pedestrians shall not cross at any place except in a marked crosswalk.
